You must apply for a student visa online using gov.uk, the official UK government website. (If you are applying from North Korea, you can complete your application by filling out the form).

If your supporting documents are not in English, you will need to get help from a translator. Each document translated must include the date, the translator's signature, his/her name, and the stamp indicating that the original document was translated correctly.
When you apply for a visa, you must provide proof of your knowledge of English. This means that you usually get a valid score from a reliable English language test like IELTS.
UK Visa and Immigration (UKVI) has a minimum English language proficiency for reading, writing, speaking and listening, depending on your education level. Your educational institution's English proficiency requirements may differ.
You may be able to interview a visa office officer as part of your UK visa application process. If you cannot have a simple dialogue without the need for an interpreter, your visa application may be denied regardless of your English language proficiency document.
During your application process, you will need a UK visa and a biometric residence permit (BRP) from the immigration office. You will need to make an appointment to take your fingerprint and digital face photo.
